Procedure not performed

If a patient came in for a schedule IUD removal. But the IUD could not be removed can we still bill an office visit?

Would it be appropriate to report the IUD removal with a 52 or 53 modifier?

Tough call- gotta go with discontinued 53 so when you try again it is not rejected as a "once in a lifetime"-ish procedure.
