Shoulder fracture-dislocation. Dr attempted a closed reduction, followed by open reduction. Can I bill for the attempted closed reduction?

Closed Converted to an Open Procedure - only bill Open

When a closed procedure is converted to an open procedure, only the open procedure can be reported. This is per CPT®, CMS and AAOS.
