Digital Blocks in office prior to taking patient to surgery

My Doctor did a digital block on a lacerated finger in the office to repair. Couldn't do the repair in office and had to take patient to surgery. Can i bill for the nerve block done in office? Doctor want to use CPT® 64450.

The digital block is included in the repair and cannot be billed separately, regardless of where it was done.
