adhesions secondary to circumcision

I have a pt who is having a secondary issue from a bad circumcission, He has a UTI and penile adhesions. I am not sure if I need to use a special dx code or modifier to state that is is a result of surgery. Can someone advise me please and thank you!!

3) 599.0
4) 598.2

You can also see if 568.0 and 607.xx are appropriate.
