No, additional diagnosis codes are added each year.

New codes are added annually however if you are questioning whether or not to purchase the 2013 ICD-9, I personally will not be requesting them of my employer due to to the code freeze in anticipation of ICD-10, only limited codes will be added to capture new technology and new diseases. My specialty will see little change if any and I would like the funds spent on education in preparation for ICD-10.
