Hardware removal

I billed CPT code 20680 for the removal of hardware put in by another Doctor different facility along with CPT code 25405 and it came back denied as incidental. How can I appeal this if my Doctor had to take it out in order to do a nonunion takedown and revision ulnar shortening osteotomy with distal radius bone grafting? I know the 20680 is included with 25405 but a different doctor put the hardware in first and had to be taken out and placed in another location.
