new decision for surgery visit during post op

Wondering if, and how, to bill a pre-op visit during a post-op visit. A patient had a biopsy, during a post op visit, results were discussed and decision for more surgery was made. Can I bill 99213 with modifier 24 and then append modifier 78 to surgical procedures? Any help would be greatly appreciated.
