Does CMS require providers to sign Superbills?

What is the standard policy for requiring a provider signature on a superbill? Who, other than the provider, is authorized to make the code selections on a superbill?

The main purpose of a superbill is to enable the doctor to communicate to the office staff (and by extension, the office staff to communicate to the payer) what services were provided and why they were necessary, there is no criteria (other than office policy) to mandate a physician signature. This is not a legal document it is a tool used by the office.

Back in the day, the Superbill was used as the "claim form". Patients would pay the physician for services rendered. The physician would provide the patient with a Superbill to send to their insurance to get reimbursed. The Superbill, at that time and for that purpose, required a signature so people would not scam their insurance.

Now, it is a tool to communicate with the billing/front office to enter CPT® and ICD codes into the Practice Management system for many offices. It does not require a physician's signature.

Can someone provide CMS regulations or anything in regards to NOT needing a signature on a Superbill and NOT using it as documentation to support the bill. I am having resistance and been searching for something clear cut.

No. CMS does not require a provider to sign a superbill. You won't find anything to support or not support it. The signing of superbills became a requirement by commercial plans back in the day when the patient submitted the superbill directly to the insurance company for reimbursement. To avoid fraud, the insurance companies required the superbill to be signed. This is not a requirement any longer.
