Phone Call 99441-99443 (by non physician)

Question:
Can you bill for phone calls if the MA, PA leave message example for RX.
Or if the physician does not talk to the patient but the MA or NP does??
The CPT® is no real clear. I know it's has to be 5min conversation for the min charge.
If it's only related to RX the patient request is it something that can be billed.
