80101 & 80104

We are stuggling with the use of 80101 and 80104. Prior to January we were billing 80101 with a qty of 10. It feels like 80104 should replace 80101 to be billed with a qty of 1, but there are revenue implications with billing this way.
When is it appropriate to use 80101 and 80104?
