bundled?

Is it ok to bill 28296 w/ 76000. Dr. says yes CCI says no Help

When I check CCI edits, it shows you can bill them together and that a 59 modifier is required on 76000.

I wasn't sure because in the description it says "Documentation must support a different session, different procedure or surgery, different site or organ system, separate incision/excision, separate lesion, or separate injury (or area of injury in extensive injuries) not ordinarily encountered or performed on the same day by the same individual. " This is same site. Thank you for your help.

If it (the bundled) code is directly related to main procedure, it (bundled code) is not billed.
