Can an LPC,(Licensed Professional Counselor), bill Medicare for services rendered?

No; as far as I know, only LCSW, PhD, or MD can bill Medicare for 1:1 therapy services

jvosfernea is correct. An LPC cannot bill Medicare directly, however if the services are supervised by a PhD then they can be billed under the PhD's credentials with a modifier indicating the degree level of the LPC in accordance with the incident-to provision in most jurisdictions. Check your Medicare contractor's requirements on the modifier; the set of degree level modifiers differs based on which MAC you work with.
