Provider Qualifications vs Service Provided

It is my understanding that billing is based on the service provided by a qualified provider and is independent of the qualifications of the provider assuming he/she is qualified. For example, a bill for a psychiatrist or an ARNP would be the same if they had provided the same service. Correct??
