Hospital Pt with VA Benefits

Has anyone found a solution to the following:
Hospital Patient, has medicare Part A, which the hospital bills and gets paid. Pt has VA benefits, all physicians charges deny because the hospital refuses to submit a bill to the VA because Medicare Part A paid it all.

VA will NOT pay on appeal either.

Any suggestions?

You will need to rely on the hospital, but they can submit a no pay bill to VA using bill type 110, and value codes 44 & 12 to indicate amt allowed, actual payment & no balance due. This will get the VA information on record for processing of physician claims is VA recognizes these codes on the UB-04
