Medicare evaluations

I just wanted to make sure that i have this correct. When a new medicare pt comes in we can bill for the wellness visit and they will not owe the co-ins.
This also applys to established patients we can do a wellness exam once a year?

G0402 copay and deductible waived, Medicare.
G0403 - Not waived.
G0438 and G0439, deductible and copay waived.
