Coding Multiple ED visits

Can visits for a patient who is seen multiple times within an ED but by different providers either for the same chief complaint be combined and bill as one level of service if the providers are of the same group? For example, patient comes in the morning for asthma and returns in the evening for asthma again. Is seen by Dr A in the morning and Dr B in the evening. Since it is the same chief complaint/dx, we would not bill out both encounters but can we combine the documentation to determine the level of service since they were seen by 2 different providers?
