17313, 14301 and 14302

Hello,

I have claim that was denied 4 times from Medicare for:

"The benefit for this service is included in the payment/allowance for another service/procedure that has already been adjudicated. Note: Refer to the 835 Healthcare Policy Identification Segment (loop 2110 Service Payment Information REF),"

I am a new coder and I cannot make sense of why it is being denied. Do I need to be looking at the previous dates of service?
