Residents and Immunizations

I have a teaching setting scenario I haven't encountered. If a resident physician orders immunizations and the immunizations are administered by staff, can this be billed incident-to a physician on site at the time of the immunization? My main concern is whether a resident can order, or must a TP sign-off the order? Thanks for any input or suggestions for resources.

Huh?

There is no E&M code for a vaccine- you bill 90471 and the code for the vaccine. Incident to applies only to visits. Now if you are asking about the order being cosigned, that depends on policy but residents are licensed doctors so they can order without a cosignature.
