Medical Director of SNF

The Medical Director of a Skilled Nursing Facility is also medical Director of comfort Care Hospice. Can he bill Medicare Part b, when he sees a comfort Care patient in the SNF, for a reason other than the terminal illness, by using the GW modifier? any clarification on this issue would be helpful.
