Modifiers-J codes

What is the ruling on whether a J-code can/should have a modifier. If a doc is doing multiple injections, such as trigger point, and multiple sites, with multiple injections of depo-medrol, should the depo have modifier to show that it is distinct from the first one posted and be site specific, such as 59, LT???

Put the modifier on the CPT code, not the J code.
