If you are relating to the CPT® modifiers listed in the CPT® manual, no they are not changing except for the change of the modifier 59 per CMS effective Janury 1, 2015 which you can find in the Medicare Leareing Network(MLN) number MM863. Modifiers do not affect ICD-9 or 10, they are used for CPT® codes only.
