Will Medicare MSP cover a claim that denied by primary insurance as non covered charges?

Patient has Cigna as primary and Medicare as secondary payer. Cigna denied claim with reason that benefits are not payable for this service except when provided by a participating provider. Will Medicare cover these charges as secondary payer?

Depends on what the charge is for:
In the following situations, Medicare may make payment assuming the services are covered and a proper claim has been filed.
A Group Health Plan (GHP) denies payment for services because the beneficiary is not covered by the health plan;
A no-fault or liability insurer does not pay, or denies the medical bill;
A Workers’ Compensation (WC) program denies payment, as in situations where
WC is not required to pay for a given medical condition.

No, patient has coverage with Cigna but Cigna denied this claim as benefits are not payable for this service except when provided by a participating provider. Please assist me if we bill claim to Medicare as secondary and will Medicare cover it. Thank you!

And keep in mind that Medicare will only pay up to their rate. If not already met by another claim, the patient may still be responsible for the calendar year deductible and 20% coinsurance. Your MAC's Provider Services can advise you.
