Can a physician's office charge

When a physician's office is sending a pt to a collection agency, can the office charge a "collections handling fee" to the patient's account before sending the account to the collection agency so the office can recoup some of the charge the agency is going to charge for collecting?

This may be state regulated. I would check with the state Medical Society.
