diagnostic procedures with surgery.

When our surgeon does inguinal hernia repair on an infant (unilateral) and he suspects bilateral he will do a diagnostic laparoscopy on the other side to see if there is a hernia on that side. example..codes 49500-rt & 49320.
If he finds an hernia on the other side and then repairs it by incision to that side I have not been coding the diagnostic laparscopy. I then code 49500-50.

The doctor asked me if it would be allowed to code the laparscopy due to additional work. I thought the diagnostic part is included in the open procedure. Which way is correct?
