Unna Boot removal

We are having a discussion at our office. Home health applies an Unna Boot by orders of the physician. Can that physician then bill for the removal of the Unna boot when the patient comes back to his office? If he can, would CPT 29700 be the appropriate code for the removal? Thanks in advance for your response.

Unna Boot

Code 29700 (Removal or bivalving; gauntlet, boot or body cast) should not be used to report the removal of an Unna boot. Assuming the physician examined the patient and documented the encounter, the boot removal can count toward an appropriate-level E/M service.
