Billing a new patient visit prior to a screening colonoscopy

Is it appropriate to bill a new patient visit (99203 for example) prior to performing a screening colonoscopy on an asymptomatic patient? The primary purpose is to "clear" or see the member briefly to explain the procedure and confirm they are asymptomatic.
