Billing 99000 AND 36415

If I draw blood and send it out to a separate laboratory, can I bill both 36415 (venipuncture) and 99000 (handling fee)? Will most insurance companies pay for both?

We have MA in the office who draws blood and sent it out to the lab. We only bill 36415 and get paid.
