Nursing home coding

For a specialist visit to a patient who is a permanent resident at a nursing home, what is the correct location code to use? I have been told to code it as a home visit, and for temporary resident, to use nursing home visit. Is this correct?

If a Medicare patient, use initial hospital services codes 99221-99223 for the first visit. Place of service is either 31 or 32. You have to call the nursing home to get the status of the patient: acute or long term.
