Billing for a Colonoscopy

I am billing out CPT® code 45378 with a 99144 for sedation. The sedation charge is getting denied. Can someone clarify to me if this is correct or are there modifiers I should be using? It is just a routine screening colonospy with sedation. Any input would be appreciated. Thank You

Code 99144 cannot be billed. It is inclusive to procedure. CCI edit and no modifier is permitted to bypass this edit.
