Hydration

Is Mag Sulfate and Potassium always a hydration? How about the bolus dose?

Well they are definitely used for hydration and deficiencies. In what context are you using them? Mag has been used to prevent seizures. Also suitable for replacement therapy in magnesium deficiency, especially in acute hypomagnessemia accompanied by signs of tetany similar to those observed in hypocalcemia. Intravenous use in eclampsia should be reserved for immediate control of life-threatening convulsion.
