lap umbilical & bilat inguinal hernia

Would I need a -59 modifier if I am billing 49650-50 & 49652? I don't show any CCI relationship in my Ingenix program but just want to make sure.

I code this and always append the mod 59 to the second CPT® code because some insurances will not pay if I don't.
