Observation admit and discharge

I have just been informed by a provider that should a patient be admitted to observation by doctor A and discharged within 24hours by doctor B that Dr. A can bill both the admit/discharge (ex: 99234). This is not how I interpret the info in the cpt book can you please advise.

Obs

If same practice/specialty, considered one doctor. Must be admitted and discharged on same date of service after at least 8 hours (Medicare).

Not 24 hours, but calendar date. Look at the requirements for using codes 99234--99236 in the article.
