No change for ICD-9-CM diagnosis code 2013

When I serach on Internet, I have found a message which is saying no changes
ICD-9_CM diagnosis codes effective October 1, 2012.
I do not know what this message means.
Could anyone explain this ?

With the pending implementation of ICD-10, the ICD-9 code set is basically in stasis.

and that means ICD-9-CM for 2013 is same as ICD-9-CM for 2012.
So, I do not need to buy 2013 version ICD-9-CM book?

I would not. Until ICD-10 is required, check here: http://www.cms.gov/Medicare/Coding/ICD9ProviderDiagnosticCodes/summarytables.html
