Exam under anesthesia and decision for surgery coding

One of our Dr.'s was called to ER for a consultation on a patient. She also performed an examination under anesthesia with a decision for surgery, performing an enucleation. Can we code an evaluation and managment visit, along with the examination under anesthesia?

It has been my experience in ENT that the exam under anesthesia is always included in the procedure being billed. EUA only works when it is a stand alone code.
