Occupational Therapy Fellows

Good afternoon! I had a question posed to me about OT fellows being able to bill. If I understand correctly, OT fellows can bill if the state they practice in allows them to hold some type of licensure. Is that correct? If the state does not allow that, then they cannot, correct? Would there be any way that their services could be accounted for in the latter scenario? Thank you in advance with any guidance!

Fellows are residents according to the Teaching Physician rules, unless they are enrolled in Medicare. Are they?

OT Fellows

They are not enrolled in Medicare at all. So, does that mean that they will follow the teaching physician guidelines and the teaching physician would be the one who reports the services rendered if documented appropriately?
