Cardioversion cancelled

A patient presents for elective cardioversion and arrives already in sinus rhythm. The cardioversion is cancelled but not before nursing assessment and IV is started. Is the procedure billed with a modifier to cover the physician time arriving and doing an H&P before noting the patient's rhythm?
