New Medicare patient

One of our physicians attended a seminar last week wherein information was presented that stated when a new Medicare patient is seen, the physician himself must perform the entire examination, without assistance from a PA or other ancillary staff (it cannot be a shared visit) in order to bill under his name as provider to receive the maximum allowable reimbursement. Did he understand this correctly? I was under the impression he must perform at least part of the examination and plan of care, but that the PA could perform the history and at least part of the examination. Clarification and verification is appreciated.
