using hcpcs codes 76000 and 22551 together

can you use hcpcs codes 76000 and 22551 together? this didnt pass our edit and the only info i can find is that i can use 59 modifier on the 76000 but i thought we would have to take off the 76000. help!!!!!

The CCI edit bundles code 76000 into code 22551 unless the fluoroscopy is for an unrelated procedure
