Bill for no show to surgery

Hi,

We are wondering if we can bill for no show to scheduled surgeries. In particular we are having a problem with inmates who decide they don't feel like having surgery on their scheduled time. Can we bill the prison? We are a private practice who is contracted to provide services for the inmates at the local hospital.
