Emergency Room Visit 99283 w/Toradol Injection Administered

I am receiving contradictory information on whether the administration of an injection 96372 can be billed & reimbursed. Furthermore, would 96372 require modifier 59?

We are a FQHC with an ED & when I checked NCCI editor it did not show 96372 as a column @ code for 99283

The payer, AETNA has pended the claim for requiring medial notes
