New subsequent visit observation codes

In my WPS Medicare email update today, it was stated that for subsequent observation visits only the admitting physician can bill the new codes, any other provider seeing the patient in observation subsequent visits would continue to bill using the 99201-99215 series, but I don't see that stated as such in CPT®. Clarification please?

CPT® code description is just that. CMS can interpret any way it wishes. Initial OBS has always been allowed for the admitting physician only, stands to reason they would apply that to subsequent days as well.
