ESRD related services monthly

I would like some clarification re: the codes 90960-90962. The codes applicable are based on how many face to face visits happen in a month. My question is this - the verbage state face to face physician visits. Is that a strict rule. For instance if the NPP sees face to face, but the physician doesn't, does that mean that we can't bill for the service?
