Modifer NU with A5500 and L3020

We have been getting denials for DME code A5500 and L3020 stating they need the NU modifier attached. We have attached the KX in the past with no problems. Have not been able to find any new articles or rules on this. Has anyone else had this problem? This is for Indiana.
