Non-adjacent levels for 63030 63035 or 63030 63030-59

My doctor dictated Rt L4-5 Posterior hemilaminectomy, large bone spurs trimmed and removed, decompression thecal sac & nerve root, has stenosis at this level,(nothing mentioned about diskectomy) then at L2-3 posterior hemilaminectomy large disk herniation (removed disk material that needed to come out of the disk space-diskectomy) decompression. He wants to code as 63030 for L4-5 and 63030 for L2-3. Two separate incisions were made. I would like to follow the proper rule. I know if I had stenosis at L2-3 & L4-5 & did laminectomies & foraminotomies I would code as 63047 & 63048, but this is not the case. Help anyone!
