Ventilator Management - 94002

Is it appropriate to code 94002, on the facility not physician side, when a patient comes in the ER and has to be intubated, placed on the vent, and transferred to another facility or is 94002 bundled into the Critical Care code on the facility side, also? Is it even appropriate to code Ventilator Management in the ER when a patient is transferred since the CPT® code description says "hospital inpatient/observation"?
