E&M service after decision for surg, but before surg

re: E&M service after decision for surg, but before surg

My research has shown that if its for the same reason as the decision for surgery and in the global it should not be billed because the decision was already made and this is part of the global package of the procedure. My providers like to try and bill H&P for transplants when the decision was made long ago. It's not appropriate.
