doctor not present for delivery

Patient came in in active labor. Physician was called but baby decided not to wait.
Baby was actually delivered by RN and PAC. Physician now wants to get credit for the delivery because she actually held the placenta in her hands, examined it, and examined the patient to make sure there were not repairs, etc. to be done.
Any advice would be appreciated!! My gut instinct is that no, she cannot bill for a delivery that she was not present for, but she is certain that she can.

ACOG's coding committee has stated that if the physician misses the actual delivery, but is present to deliver the placenta and perform the episiotomy, then it is acceptable to report the global obstetric code.
