Orthopedic casting supplies

BCBS does not pay for Q codes when billed with the application stating incidental in the State of Nebraska. Is casting supplies seperately billable in any State? I know in Illinois these were paid. Thank you

In California for casting supplies, we bill A4590 to insurances that don't accept the qcodes.
