Using 80101 for Michigan and Ohio Medicaid

We're a new lab doing Immunoassay drug testing and I've figured out that we need to use CPT® code 80101 for most of our billing, however, OH and MI Medicaid pay very different amounts for this code. MI is $1.76 while OH is $19.98. Does this mean I should be billing them differently? Should I bill MI Medicaid 80101 times 7 units for a 7 panel test, but bill OH Medicaid 80101 times one unit for the same panel? The states' medicaid websites haven't been very helpful with this.
