Billing with modifiers 25 and 59

The doctor I do the billing for wants me to bill for an office visit with modifier 25, an injection with CPT code 20552, and therapeutic exercise, CPT code 97110 with modifier 59. Does modifier 59 apply in this circumstance? Thank you.
